Please spread the word that we are looking for someone to fill my spot as the Horticulture Supervisor here at ANRPO; I'm taking a job with the non-profit Protect and Preserve Hawai'i at the end of the year but I will be around to help with the transition moving into the new year. We are looking for someone with a serious interest in native Hawaiian plants and environmental/cultural restoration with a strong background in plant propagation/ horticulture. The Horticulture supervisor oversees a crew of 3 plus interns, volunteers and student hires so supervisory experience is a requirement. I'd also like to mention it's not all greenhouse and nursery; sometimes the best part of this job is you get to pick and choose which days you spend in the field. Job Summary

Regular, Full-Time, RCUH Non-Civil Service position with the Office of the Vice President for Research and Innovation (OVPRI) performing project tasks under the applicable cooperative agreement for the U.S. Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located on the island of O¿ahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,200 - $5,700/Mon.
DUTIES: The primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies. Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides. Majority of tasks take place on Army lands. Independently leads the Horticulture team for the OVPRI/Army Natural Resources Program on O¿ahu (ANRPO) to meet program goals for the Makua Implementation Plan (MIP) and O¿ahu Implementation Plan (OIP), and to keep the Army in compliance with Biological Opinions. Directs, supervises, mentors, manages, and assigns work to ANRPO staff. Plans, designs, implements, documents, and leads the horticulture team in office and fieldwork (e.g. propagation, horticulture, pest control, facilities maintenance, record keeping, etc.). Designs and develops protocols for propagation of rare and common native plants. Develops conservation practices through horticulture research, trials, and observations to guide ANRPO management strategies. Analyzes horticulture data to identify ways to modify and improve efficacy of actions. Ensures compliance with program safety practices and Standard Operating Procedures (SOPs). Collaborates with ANRPO Program Managers, Coordinators, and Biologists to plan and develop stabilization actions and develop efficient work practices. Organizes ANRPO staff committees to develop experimental design for research projects related to rare and common native plant propagation. Coordinates with partners and researchers to develop and support conservation strategies that further the cooperative agreement. Reports on progress in reports and via oral presentations to groups, including the U.S. Fish and Wildlife Service (USFWS), the Army Biologist and Natural Resource Manager, other partners, and ANRPO managers and colleagues. Plans educational training for staff. Requires riding in helicopters and driving off-road. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision.
PRIMARY QUALIFICATIONS:
EDUCATION: Bachelor's Degree from an accredited four (4) year college or university in Biological, Horticultural, or Environmental Science with basic/related biology courses, or a related field.
EXPERIENCE: Three to five (3-5) years of experience in horticulture, plant propagation, or native plant material development. Experience must also include one (1) year of supervisory or team leadership/oversight experience. Attendance in supervisory training programs. Experience needs to be well documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field. Experience in networking and collaborating with diverse groups.
KNOWLEDGE: Substantial knowledge of horticulture operation and management. Proficient knowledge of propagation techniques. Proficient knowledge of Integrated Pest Management principles. Knowledge and/or expertise in fertilizer application and pesticide use (safety protocols, mixing, transport, application, and storage). Proficient knowledge of the endangered species act. Knowledge of computer programs which aid in the organization and implementation of projects. Knowledge of risk assessments, field logistics, and safety planning. Knowledge of management principles including but not limited to supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.
ABILITIES & SKILLS: Strong organizational ability to plan and execute logistically complex horticultural operations. Demonstrated ability to solve problems related to natural resource management. Ability to communicate clearly and effectively with supervisor, co-workers and partners. Must have excellent organization and project management skills. Strong proficiency in conducting biological research and ability to lead a team as well as work as a team member. Strong ability to organize biological data and present findings in written and oral reports. Familiarity with biological database application and maintenance. Ability to use computer programs, including but not limited to: Microsoft Word, Excel, Access, and PowerPoint or other presentation software; software for statistical analysis and graphing; and ArcGIS or other geospatial database software. Ability to use maps, compasses, and Global Positioning System (GPS) units to navigate in the field. Ability to establish standards/expectations and clear direction to meet goals and objectives of on-going work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance, and develop required job competencies of direct reports. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle. Post Offer/Employment Conditions: Must be able to pass a Department of Defense (DoD) security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must be able to complete helicopter safety courses within six (6) months from date of hire. Must be able to obtain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must possess Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete Unexploded Ordnance (UXO) Training within six (6) months of hire and maintain throughout duration of employment. Must complete respirator training prior to use of respirator.
PHYSICAL/MEDICAL DEMANDS: Ability and willingness to conduct work under dirty, muddy, rainy or sunny, hot or cold, and strenuous outdoor conditions (e.g. extreme weather, mosquitoes, steep terrain). Able to hike up to six (6) miles per day, with a backpack weighing up to thirty-five (35) pounds unassisted and camp in remote areas and rugged terrain for up to four (4) days at a time. Ability to work in horticulture environment including bending, stooping, standing, crouching, and lifting loads up to thirty (30) pounds. Ability to work in warm indoor environments for extended periods of time. Requires wear and use of respirator in compliance with Occupational Safety and Health Administration (OHSA) requirements. Post Offer/Employment Condition: Must be able to pass a post offer medical evaluation/respiratory test for use of respirators prior to initial use, and again if physical changes occur which impact ability to use a respirator. All reasonable accommodations will be made based on fitness for duty. Medical costs will be paid for by the employer.

SECONDARY QUALIFICATIONS:
Education and experience in programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i. Knowledge of Department of the Army natural resources programs, in general, and the policies and organizational contexts within which they are managed, especially safety and logistical requirements necessary to plan field operations around Army training schedules. Knowledge of hazard risk assessments and safety planning. Experience running horticultural operations (scheduling, leading, logistics). Experience supervising paid staff, including HR actions such as hiring, terminating, reviewing performance, and certifying timesheets. Knowledge of Federal, State, and local environmental laws. Familiarity with integrative techniques used to inventory, assess, and monitor natural resource assets, environmental impacts and their interrelationships. Familiarity with biological database application and maintenance. Knowledge of greenhouse construction, maintenance, and repair. Ability to design and repair advanced irrigation systems including automated fertilization. Experience with propagation techniques and pest/pathogen management for rare and common native plant species in Hawai‘i.
