The HCRI Boating & Ocean Recreation Accounting Research Associate will work with the DLNR Division of Boating and Ocean Recreation (DOBOR).

Regular, Full-Time, Limited-Term (not to exceed twelve (12) months in duration), RCUH Non-Civil Service position with the College of Social Sciences, Social Science Research Institute (SSRI). Primary work location will be at the Division of Boating and Ocean Recreation (DOBOR), located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 


MONTHLY SALARY RANGE:  $4,583.33 - $4,750/Mon. 

DUTIES:  Researches and evaluates data in an accounting and property management system, including features to invoice customers, process permits, receive customer requests, accept payments, and provide information. Uses descriptive statistics and qualitative analysis to discern trends and metrics. Conducts cost estimates and performs budget forecasting. Writes research reports, which includes evaluation, analysis, and recommendations. Integrates data and management priorities. Documents methodologies. Maintains client confidentiality.  Reviews current procedures and financial documents, evaluates training needs, and develops or refines training material. Creates standard operating procedures (SOPs) to support the accounting and property management system.  Conducts training on how to perform tasks related to research, evaluation, and preparation of reports to improve efficiency. Researches and develops tracking system for maintenance records to improve maintenance efficiency. Manages documents. Coordinates system updates, adjustments, and customization to meet DOBOR needs with division staff and system consultants. Develops value stream and process maps to model and improve organizational processes. Facilitates meetings with staff to define processes, establish and sequence steps, ascertain trigger events, and identify documents (e.g., forms) required at each stage. Drafts documents, forms, and reports.   


PRIMARY QUALIFICATIONS:  
 
EDUCATION: Bachelor’s Degree from an accredited four (4) year college or university. 
EXPERIENCE: Two to four (2-4) years of database management. Must have experience in accounting, including  analyzing financial data, reviewing financial documents for accuracy; verifying and reconciling financial information; preparing financial reports and documents; and the application of accounting concepts and methods. 
KNOWLEDGE: Knowledge of accounting principles, theories, practices, and techniques. Knowledge of computer software or systems commonly used in accounting. 
ABILITIES & SKILLS: Strong written and verbal communication skills. Proficient with computers and Microsoft Office. Willingness and ability to learn new programs and systems. Ability to verify and interpret financial data and prepare accurate reports, develop cost estimates, and perform budget forecasting. Ability to manage documents and devise tracking systems for files. Ability to review and analyze information and documents for accuracy. Ability to train or teach individuals or small groups how to conduct procedures. Must have attention to detail, good organizational skills, and resourcefulness. Ability to work efficiently and effectively to meet multiple, frequent, and short notice deadlines in a fast-paced and dynamic work environment. Ability to build and maintain ongoing, collaborative, working relationships with coworkers to achieve the goals of the work unit. Post Offer/Employment Conditions:  Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

SECONDARY QUALIFICATIONS: 

Working knowledge of State of Hawai‘i regulations and procedures related to accounting or business administration. Experience working with State offices and observing day-to-day processes related to financial operations. Experience in IT database.
