The HCRI Fisheries Database Assistant will work with the DLNR Division of Aquatic Resources (DAR).

Regular, Full-Time, RCUH Non-Civil Service position with the College of Social Sciences, Social Science Research Institute (SSRI).  Primary work location will be at the Division of Aquatic Resources (DAR), Department of Land and Natural Resources (DLNR) located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  $3,416.67/Mon. 

DUTIES:  Reviews fisheries reports for completeness, correctness, and accuracy. Processes data on a daily basis. Downloads electronic reports submitted online.  Inspects and keys in information and imports electronic data files into the data processing system. Applies quality control procedures to keyed in data and runs modules to generate error reports.  Reviews error reports and researches reported errors. Verifies information or corrects data errors by contacting fishers/dealers by phone, email or mail correspondence. Examines and corrects data in the data processing system. Assists in maintaining a log of correspondence sent to fishers/dealers for report discrepancies. Performs discrepancy and error checks as scheduled for a variety of reports. This includes late or missing reports, fisher-to-dealer matching, did not fish to sales, cash sales, etc. to check for catch-to-dealer errors, duplicates, and other mismatches. Researches and corrects data working individually and with DAR staff as needed. Resolves data issues by following up with fishers/dealers. Prepares mail correspondences and generates notices or contacts by phone to remind fishers and dealers who submit late reports with data discrepancies. Compiles general information on fishing regulations, commercial fisheries licensing, fisheries-related permits, and instructions on how to complete the fisheries report forms. Assists in the production and preparation of correspondences for mass mailing. Answers incoming phone calls, refers callers to appropriate persons or agencies, takes messages accurately and/or answers questions and provides general assistance to the public. Scans fisheries reports, keys-in document index information, and verifies image of all commercial fisheries report form types on an automated computer document scanning, indexing, and archiving system. Maintains and organizes fisheries reports in a filing system.  Archives historic data. Assists with licensing commercial fishers and answering questions from the public. Attends meetings and workshops around Oahu and on the neighbor islands. 

 

PRIMARY QUALIFICATIONS:

EDUCATION: Associate’s Degree from an accredited community college.  (High School Diploma or G.E.D. equivalent and at least one (1) additional year of experience in a research environment or other environment with a main focus in processing data accurately may substitute for an Associate’s Degree.).
EXPERIENCE: One to three (1-3) years of experience in the following areas: data processing and data quality assurance/quality control; data processing in a research environment.
KNOWLEDGE: Working knowledge of the use of scanners, database applications, and word processing and spreadsheet applications.
ABILITIES & SKILLS: Ability to understand and follow oral and written instructions, including adhering to established protocols, and to work and communicate well with the general public. Ability to work with diverse user groups, cultures, and personalities. Ability to be a positive team player. Ability to operate a personal computer with Windows operating system, computer’s peripherals (e.g., scanner), and Microsoft Office software (e.g., Excel). Willingness and ability to learn new programs and systems to perform job functions. Ability to enter data from report forms using an online database application.  Ability to understand the importance for processing complex data reports accurately using data quality control procedures. Must be highly organized, resourceful, and possess attention to detail. Ability to compile, assimilate, organize, and store printed and electronic information. Ability to check work for accuracy before completion of tasks. Ability to perform work independently, efficiently, and effectively to meet multiple, frequent, and short notice deadlines in a fast-paced and dynamic work environment. Ability to build and maintain ongoing, collaborative, working relationships with coworkers to achieve the goals of the work unit.  Ability to travel to the neighbor islands (including using car rentals) for meetings and workshops at short notice. Ability to arrange own reliable means of transportation. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. 

PHYSICAL/MEDICAL DEMANDS: Able to lift computer equipment and office supplies weighing up to twenty (20) pounds assisted.

SECONDARY QUALIFICATIONS:    

Knowledge of the Hawaiian marine fisheries and local fish market industry.  Experience using computer applications, such as Visual FoxPro, MySQL, and Metabase.  Familiarity with marine science and fisheries terminology. Experience and understanding regarding specific and accurate data processing in marine fisheries.
