Regular, Full-Time, Limited-Term (not to exceed twelve (12) months in duration), RCUH Non-Civil Service position with the College of Social Sciences, Social Science Research Institute (SSRI), Hawai‘i Coral Reef Initiative (HCRI). Primary work location will be at the Department of Land and Natural Resources (DLNR) Division of Conservation and Resources Enforcement (DOCARE) office on Oʻahu, Kauaʻi, Maui, Molokaʻi, or Hawaiʻi Island. Telework (from employee’s residence city and state within Oʻahu, Kauaʻi, Maui, Molokaʻi, or Hawaiʻi Island) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: $4,916.67/Mon.
DUTIES: Plans and executes Makai Watch Program, such as setting goals and ensures deliverables are met. Manages data to ensure accuracy and efficiency. Writes, reviews, and edits reports and other documents. Leads and drafts project work plans, funding applications, deliverables, SOPs, and reporting. Oversees, directs, and assigns work to staff. Develops team members by instruction for increased proficiency in abilities, skills, and knowledge in relation to job duties/responsibilities and predetermined standards. Conducts safety briefs. Assists with compliance for safety standard operating procedures (SOPs) and any/all work-related accident documentation. Develops and maintains working relationships with government agencies, NGOs, partners, and communities. Participates in meetings related to communities, pono practices, and enforcement of natural resources rules, regulations, and laws. Facilitates and convenes workshops and trainings. Provides support to DOCARE-directed initiatives related to community outreach. Drives to attend events and meetings.
PRIMARY QUALIFICATIONS:
EDUCATION: Bachelor’s Degree from an accredited four (4) year college or university.
EXPERIENCE: Four to six (4-6) years of work experience in community engagement. At least one (1) year of work experience supervising or leading teams.
KNOWLEDGE: Familiarity with natural resources rules, regulations, and laws. Knowledge of outreach techniques, and cross-cultural communication. Knowledge of proper public contact and online meeting etiquette. Understanding of local nearshore fishing practices and culture. Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, and administration of policies and procedures. Strong knowledge of applicable Federal/State laws, policies and procedures.
ABILITIES & SKILLS: Excellent written and verbal communication skills Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for team members. Ability to provide guidance, motivate, and engage team members through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Proficient in Microsoft Office and online meeting platforms. Excellent interpersonal and organizational skills. Ability to communicate clearly and concisely in writing and verbally. Good oral and written communication including spelling, grammar, and punctuation skills. Ability to tailor information to target audiences. Ability to review program documents and apply provisions of State and Federal agency policies and practices to determine compliance with such regulations. Ability to meet changing priorities and responsibilities and complete assignments on a timely basis. Must be a self-starter, goal- oriented, and highly organized. Must be flexible, innovative, enthusiastic, and have initiative to create, develop, and implement programs. Ability to work with diverse user groups, cultures, and personalities. Ability to establish and maintain cooperative working relationships with co-workers, staff from other agencies, stakeholders, volunteers, fishermen, communities, and the general public. Ability to work independently and to prioritize tasks to meet deadlines. Ability to identify issues and problem solve effectively. Ability to effectively conduct work remotely (e.g., telework) as applicable. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS: Comfortable working outdoors, including along the shoreline. Ability to work outdoors in all weather conditions and walk over uneven terrain.
POLICY/REGULATORY REQUIREMENT: As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings. SECONDARY QUALIFICATIONS:
Experience managing and coordinating operations of subordinate staff. Understanding of the resource management landscape of Hawai‘i. Expertise in Hawai‘i’s aquatic resource rules, regulations, and best practices. Experience working with multicultural stakeholders in Hawai‘i.
