Regular, Full-Time, RCUH Non-Civil Service position with the College of Natural Sciences, Pacific Cooperative Studies Unit (PCSU), Maui Invasive Species Committee (MISC), located in Paia, Maui. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $6,300 - $7,900/Mon.
DUTIES: Directs, plans, prioritizes, and implements Maui Invasive Species Committee (MISC) actions based on guidance from MISC annual strategy meeting, direction from the MISC Chairperson and/or Principal Investigator (PI), and input from MISC Committee members. Drives to attend public meetings and events and/or workplace locations. Provides overall leadership and oversight of MISC team. Develops, reviews, and revises action plans for key target species. Oversees or delegates oversight for implementation of all project operations, including plant and animal early detection and control, outreach plan, data management and analysis, and long-term financial needs of the project. Ensures development and maintenance of data collection and management system to track effort and progress on established project goals and objectives. Works closely with GIS/Data Analyst and project Coordinators to ensure field data collected are accurate and support meaningful analysis. Works closely with the MISC PR and Education Specialist to facilitate public outreach and education efforts via a comprehensive outreach and education strategy using appropriate media and messaging to inform and engage the support of community organizations, civic leaders, and the public. Works with funding agencies to identify and obtain financial support for projects. Writes proposals to agencies and private foundations. Assures preparation and proper accounting of budgets and expenses to implement MISC actions. Prepares substantive quarterly and year-end summary reports describing MISC activities and financial status. Tracks and provides input on countywide and statewide invasive species regulation and control. Works with and establishes partnerships to address invasive species detection, prevention, and control, often serving as the lead coordinating entity. Assures favorable public relations and quality control of action by the team. Directs, supervises, and assigns work to MISC staff. Evaluates and ensures integrity of field operations by regular participation in the field. Fieldwork involves reconnaissance, surveys, mechanical/chemical removal, and data collection for invasive alien species in natural, urban, and suburban areas. May work in and around helicopters and travel by helicopter to conduct occasional fieldwork.
PRIMARY QUALIFICATIONS:
EDUCATION
Master's Degree from an accredited college or university in Natural Resource Management, Biology, Zoology, Botany, Conservation Biology, or in a biological science (Bachelor’s Degree from an accredited four (4) year college or university and an additional two (2) years of graduate training or project management experience may be substituted for a Master’s Degree.).
EXPERIENCE
Three to five (3-5) years of experience in project management involving planning, scheduling, internal/external relations, and administration. Two to four (2-4) years of supervisory or leadership experience.
KNOWLEDGE
Knowledge of Hawaiian environment, community, economy, and politics. Working knowledge of the scientific identity of weedy and cultivated species in Hawai‘i. In-depth knowledge of Hawaiian biota and threats from alien species. Knowledge of field techniques to control alien species. Working knowledge of data management systems including ArcGIS. Knowledge of biological concepts and natural resource management, and project implementation. Knowledge of basic survey techniques. Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/ disciplinary actions, and administration of policies and procedures.
ABILITIES & SKILLS
Excellent organizational, leadership, public relations, and communications skills as well as strong problem- solving, decision- making, interpersonal and management skills. Ability work well with, motivate, and delegate to staff. Proficient computer skills in word processing, spreadsheets, and presentations. Documented experience preparing funding proposals, including grant writing. Skilled in budgeting, report writing, and general office administration. Demonstrated ability to communicate clearly both orally and in writing. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance, and develop required job competencies of direct reports. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. Must be able to obtain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS
Ability to lift and carry up to fifty (50) pounds unassisted and hike in rugged terrain and under inclement weather conditions.
POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:
Doctorate Degree in Natural Resource Management, Botany, Biology, Environmental Studies, or related field. Experience with financial and legal administration. Knowledge of funding sources in Hawai‘i and nationally. Experience preparing funding proposals. Knowledge of threats from incipient alien plants and animals invasions in Hawai‘i or elsewhere. Field experience protecting Hawai‘i’s natural resources. Experience working with manual and chemical control of invasive species in Hawai‘i or elsewhere.
