NR/ER FIELD & DATA TECHNICIAN – ID# 225180.

Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Natural Area Reserves Program, located in Hilo, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  $4,220/Mon. 

DUTIES:  Conducts island wide field survey of native and non-native plant and animal activities in Natural Area Reserves and Forest Reserves on Hawaiʻi Island. Provides data management and GIS (Geographic Information System) support for the Natural Resource Management Specialists relating to all aspects of natural resource monitoring and management in NARS. Establishes and monitors transects in the field to evaluate forest recovery and plant distribution, including rare and endangered species. Participates in field operations, including restoring native vegetation, monitoring native ecosystems, building and maintaining fence lines, maintaining camera traps, and controlling alien plant invasions using chemical and mechanical means. Collects specialized data during field operations. Conducts data collection, entry, and analysis using program databases and GIS and completes planning and general program support duties. Manages all project biological data and provides spatial data analysis support for alien species control, rare and endangered plant populations, and ecosystem monitoring projects. Uses GIS to produce map products to evaluate and facilitate fieldwork and assists with mission planning and reporting. Assists with restoration, ungulate and weed control planning. Drives project vehicle to work sites. Provides computer technical support, training, and maintenance for staff members. Maintains accurate records and files on all field activities and assists with preparation of reports on accomplishments and activities. 

PRIMARY QUALIFICATIONS:

EDUCATION
Bachelor’s Degree from an accredited four (4) year college or university with coursework in Biology, Natural Resource Management, Environmental Studies, or a related field.
EXPERIENCE
One to three (1-3) years of experience working in natural resource management or a closely related field. At least one (1) year of experience organizing data and databases for natural resource management projects or related field.
KNOWLEDGE
Knowledge of database management principles and software including Microsoft Office and ArcGIS online and Pro. Knowledge of data management and use of GPS. Working knowledge of the principles of biology and natural resource management. Knowledge of native and non-native flora and fauna in Hawaiʻi.
ABILITIES & SKILLS
Must be highly organized and must be proficient in use of computer applications like Microsoft programs and ArcGIS software. Ability to read topographic and other map formats and use Global Positioning Systems. Ability to perform data collection and data management and analysis. Ability to communicate orally and in writing, and to comprehend complex verbal and written instructions. Ability to write reports and other documents in intelligent, clear, and concise language. Ability to understand basic principles of biology and natural resource management especially pertaining to Hawaiian ecosystems and the threats from alien/invasive species to better understand the data collected. Must be able to work closely with field staff to streamline data collection process. Ability to use a map and compass to navigate in dense forests. Ability to use Global Positioning System (GPS) units to document rare element locations and remote monitoring plots and transects. Ability to take detailed field notes and develop systems for data collection. Ability to lead volunteers and to coordinate field projects and data collection. Ability to appropriately explain project objectives to the public. Ability to safely apply herbicides. Ability to construct, maintain, and repair ungulate exclusion fences. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  Post Offer/Employment Condition: Must possess the American Red Cross Certification in First Aid/CPR or be able to obtain and maintain the certificate and maintain certification throughout duration of employment. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. Must be able to complete external sling load training (A219) within twelve (12) months from date of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.
PHYSICAL/MEDICAL DEMANDS
Ability to lift and carry at least fifty (50) pounds unassisted. Ability to hike and camp in remote areas and rugged terrain under inclement weather conditions for four to five (4-5) days a week. Ability to work at high altitudes, in cold and rainy or hot and dry conditions. Ability to work around and fly in approved helicopters.
POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:    

Field experience working on natural resource management or biological research or monitoring projects in Hawaiʻi. Knowledge of vegetation and animal monitoring techniques. Ability to prepare written reports based on interpretation of spatial data. Previous experience working with the Native Ecosystem Protection Management (NEPM) Program in Hawaiʻi. Familiar with ESRI mobile applications like Field Maps, Survey123, and QuickCapture.
